Jodl said that they would have withdrawn if they had encountered a significant military response. Andre Beaufre, later a general, was a young Captain on the French general staff at the time the Rhineland non-action decision was made. In his memoir, he identifies several factors: there was not much support from the British for a military responsea popular opinion in Britain at the time was that Germany had been treated unfairly by the Versailles treaty. Newspapers and politicians pointed out that the Rhineland was, after all, German territory (“their own back-garden_ there was fear that France would be accused of aggression by neutrals, particularly the US the French mobilization plan required broad call-ups up men, requisitioning of civilian vehicles, etc, and there was no alternative, smaller-scale plan and no confidence that one could be improvised quickly So, the generals were saying if you want us to do this, trigger the mobilization plan and we will do it,” and the politicians were afraid of devastating the economy and getting themselves thrown out of office.
